304.1 Building Principals – Number, Qualifications, Recruitment and Appointment

BUILDING PRINCIPALS - NUMBER, QUALIFICATIONS,
RECRUITMENT AND APPOINTMENT

The District shall have one building principal and one associate building principal for the High School, one building principal for the Middle School, and two building principals for the elementary schools.

The Board of Directors shall appoint building principals and the associate building principal upon recommendation of the Superintendent of Schools.  In selecting the building principals and associate building principal, the Superintendent and Board shall follow the District's policies on equal employment opportunities and affirmative action.

Each building principal and associate building principal shall hold an administrator's license from the Iowa Department of Education and the Iowa Board of Educational Examiners appropriate for the grade levels to be supervised, shall have demonstrated exemplary leadership abilities, and shall exhibit the knowledge and ability to accomplish the duties of the job descriptions.  The Superintendent shall recommend building principals and associate building principals based upon such additional qualifications and qualities as may be determined from time to time by the Board and/or by the Superintendent as being necessary to accomplish the District's educational philosophy, goals and objectives.

304.2 Building Principals – Functions, Duties

BUILDING PRINCIPALS - FUNCTIONS, DUTIES

Each building principal, under the supervision of the Superintendent and pursuant to policies of the Board of Directors, shall be responsible for the administration and operation of the attendance center to which the principal is assigned.  The associate building principal in any building shall serve under the supervision of the Superintendent and the building principal.  The principals shall be responsible for the planning, management, operation and evaluation of the educational and extra-curricular programs and ancillary services offered at the attendance center.  Responsibilities shall be enumerated more specifically in job descriptions adopted by the Board, which shall include but need not be limited to:  supervising and coordinating the process and content involved in the delivery of programs and services; handling student attendance, assignment and discipline; maintaining student records; supervising the activity program; conducting employee evaluations; arranging for employee meetings; providing for staff development activities; establishing building schedules; directing the expenditure of building funds; making recommendations to the Superintendent on new or modified programs, budget items, and appointment, assignment, transfer, promotion, discipline and dismissal of personnel assigned to the attendance center; hearing and rendering decisions on complaints and grievances at the building level; and such other duties as assigned by the Superintendent or by the  Board of Directors.

It shall be the responsibility of the building principals and associate building principals to uphold the policies of the Board, to provide a positive, cooperative environment with other personnel in the District, and to share their expertise under the administrative team and management team concept.

304.3 Building Principals – Contracts, Term

BUILDING PRINCIPALS - CONTRACTS, TERM

Building principals and associate building principals shall be employed for a term of one year during the first year of employment as a principal in the District, provided, however, that a building principal who was previously employed by the District as an associate principal may be employed for a term of up to two years.  Thereafter, building principals and the associate building principal may be employed for a term not to exceed two years.  The terms shall be specified in the written employment contracts.

The contract shall be automatically continued in force and effect for one year beyond the end of its term unless terminated by the parties or pursuant to law.  The Board reserves the right to dismiss a building principal or associate building principal during the contract term for just cause in accordance with law.

If a building principal or associate building principal wishes to resign from a contract, the principal must comply with Board policies on resignation.

304.4 Building Principals – Salary and Benefits

BUILDING PRINCIPALS - SALARY AND BENEFITS

The Board retains discretion to set the salaries of each building principal and associate building principal on an annual basis at the beginning of each contract year.  The salary of the initial year of a multi-year contract shall be specified in the contract.  The Board may agree not to lower the annual compensation in the subsequent year if so specified in the contract.

The building principals and associate building principals shall have such benefits as specified in Board policies for administrators and such additional benefits as may be specified in the contract of employment.
